How to file a Suthra Punjab complaint

Garbage not collected, drain blocked, street not swept? There are three official ways to report it. This guide walks you through each one, what to prepare, and how to track your complaint to resolution.

Please don’t send us your complaint. This is an independent guide, not the government. We removed our old contact form because complaints sent to unofficial sites go nowhere and your personal details shouldn’t sit in a stranger’s database. Use the official channels below.

The three official channels

Every genuine Suthra Punjab complaint goes through one of these. They all feed the same system, so pick whichever suits you.

Call the toll-free helpline: 1139

Dial 1139 from any mobile network or landline in Punjab. It’s free. Tell the operator your name, CNIC number, mobile number, and the exact location of the problem (street, area, nearby landmark). Ask them to repeat your complaint number back to you and save the SMS confirmation you receive.

Use the Suthra Punjab Shehri app

Download “Suthra Punjab Shehri” from Google Play, register with your CNIC and mobile number, then tap File Complaint. Choose the category, describe the issue, attach 1-3 photos, and set your location on the map. Best option when you want photo proof and live status updates.

Use the complaint form on the official portal

Open suthra.punjab.gov.pk and click Register Complaint. The form has four parts: issue, location, contact, review. Pick the closest complaint type, add your district/tehsil and a precise location, enter your name and mobile number, review, and submit. Save the complaint ID shown on screen.

Before you complain: have these ready

  • Exact location – district, tehsil, street, and a nearby landmark. “Near the mosque on Street 4” beats “our area” because location routes your complaint to the right team.
  • Your CNIC and mobile number – required for registration on all three channels.
  • Photos – optional on the portal, but strongly recommended. Dated photos are your best evidence if a complaint is closed without action.
  • How long it’s been happening – hours or days. It helps the operator set the priority.

Common complaint types

The official form lists 20+ categories. The ones residents use most:

CategoryWhat it coversTypical target
No waste collectionGarbage not picked up on schedule24-48 hours
Overflowing containers / open heapsBins spilling over, open dumps6-12 hours
Unclean streetsRoads, markets, parks not swept24-48 hours
Blocked drainsStanding sewage, choked drains6-24 hours
Dead animalAnimal carcass on street or near homes4-8 hours (priority)
Waste burningGarbage set on fire in your streetHigh priority
Billing issuesWrong sanitation bill or category7-15 working days

Targets are the program’s stated service goals, not guarantees. Actual times vary by city and workload.

How to track your complaint

You need two things: your complaint ID and the mobile number you registered with. The ID alone isn’t enough, which protects your privacy.

  • By SMS: the confirmation SMS you received has your complaint ID.
  • In the Shehri app: open “My Complaints” to see the full timeline: registered, assigned, in progress, resolved.
  • By phone: call 1139, give the operator your complaint ID, and ask for the current status and assigned team.
  • On the portal: open the Track Complaint page and enter your ID plus mobile number.

If nothing happens

  • Don’t file five duplicates. Duplicates slow the system and can get flagged.
  • Call 1139 with your complaint ID and ask for escalation to the supervisor.
  • Escalate to the Pakistan Citizen’s Portal if the issue stays unresolved; it forwards to the provincial department concerned.
  • Keep your dated photos. If a ticket is closed without the work being done, your photos and complaint ID are your evidence.

Frequently asked questions

Yes. It’s a toll-free public helpline funded by the Government of Punjab. You can call from Jazz, Zong, Telenor, Ufone, or a landline without airtime charges.
Your name, CNIC number, mobile number, and the exact location of the issue. Have them ready before you call to keep it quick.
It depends on the category. Missed collection and dirty streets target 24-48 hours; hazardous waste and dead animals are prioritized at a few hours; billing disputes can take 1-3 weeks. These are targets, not promises.
Don’t confirm satisfaction on any verification call or SMS. Call 1139 with your complaint ID and ask for the case to be reopened, or escalate through the Pakistan Citizen’s Portal. Your dated photos are your evidence.
Some district waste management companies accept WhatsApp complaints on their own numbers, but 1139 and the official portal work everywhere in Punjab. Stick to the official channels so your complaint is tracked in the system.
How we verified this: channel details, complaint categories, and tracking rules checked against the official Suthra Punjab website and independent reporting (last reviewed October 2026). Helpline and SLA details are the program’s own published figures. We did not file a test complaint, so response times are reported as targets, not tested results.
